Rename, reorder and rebuild the sidebar itself: an admin can replace the built-in menu structure with custom groups and decide which page goes where.
In the sidebar, go to System > Navigation (also reachable via the Sidebar structure quick link on Settings). This is admin-only, and it changes the sidebar for every account on the installation — not just your own.
Default structure, until you change it
Until an admin creates at least one group here, the page shows a Default structure active notice: every account still sees the product's normal, built-in sidebar (the same groups documented throughout this wiki — Customers, Routing, PBX, System, and so on). Apply default structure copies that built-in layout in as a starting point you can then rename and reorder, rather than making you rebuild it from a blank page.

Once at least one custom group exists, each group on this page gets its own controls to rename it, move it up or down, delete it, and assign any page or tab in the product to it from a picker — a page left unassigned simply stays in its normal, default section.
Moving a page into a custom group only changes where it appears in the sidebar. Who is allowed to open that page is untouched — an account without the right permission still cannot enter it, wherever the menu puts the link.
Check
After creating or editing a group, open the sidebar as a non-admin account with access to the moved page and confirm it shows up in the new group, in the order you set.
